Stellar validators vote on the Bell (Protocol 30) mainnet upgrade on November 23, 2026 at 17:00 UTC, adding ML-DSA post-quantum signature checks.
Bell, Protocol 30, is the next network upgrade of the Stellar blockchain (XLM). The Stellar Development Foundation's official upgrade guide sets the testnet upgrade vote for November 3, 2026 and the mainnet upgrade vote for November 23, 2026, both at 17:00 UTC; the upgrade takes effect if validators approve. Bell adds three changes: CAP-87 brings ML-DSA (FIPS 204) post-quantum signature verification to Soroban smart contracts, CAP-84 adds muxed contract addresses so one smart contract or smart account can serve many customers, and CAP-88 introduces millisecond-resolution ledger close times. Stellar Core v30.0.0 shipped October 16, 2026, and wallets, exchanges, anchors and indexers must upgrade SDKs and XDR definitions before the vote. Key topics: Stellar Protocol 30, Bell upgrade, XLM mainnet upgrade, post-quantum cryptography, Soroban.
