Crypto Exchange Admission Rules Take Effect

From October 5, 2026 crypto exchanges and digital depositories can apply to join Bank of Russia registers under new admission rules.

Russia's crypto market regulation moves to its licensing stage: Bank of Russia rules for admitting cryptocurrency exchanges, digital depositories and operators of digital financial asset (DFA) information systems come into force on October 5, 2026. The Regulation sets qualification requirements for managers and officers, lists documents applicants must file and defines how the central bank decides on register entries, including a simplified route for existing market players. The electronic application form opens October 5; the regulator then has 30 working days to decide for exchanges and 60 for depositories after a complete filing. This is not a retail trading start date: eligible crypto assets for retail investors are decided separately.
